【摘要】:1.1ThisInternationalStandardspecifiesthegeneralrequirementsforthecompetencetocarryouttestsand/orcalibrations,includingsampling.Itcoverstestingandcalibrationperformedusingstandardmethods,non-standardmethods,andlaboratory-developedmethods.1.2ThisInternationalStandardisapplicabletoallorganizationsperformingtestsand/orcalibrations.Theseinclude,forexample,first-,second-andthird-partylaboratories,andlaboratorieswheretestingand/orcalibrationformspartofinspectionandproductcertification.ThisInternationalStandardisapplicabletoalllaboratoriesregardlessofthenumberofpersonnelortheextentofthescopeoftestingand/orcalibrationactivities.WhenalaboratorydoesnotundertakeoneormoreoftheactivitiescoveredbythisInternationalStandard,suchassamplingandthedesign/developmentofnewmethods,therequirementsofthoseclausesdonotapply.1.3Thenotesgivenprovideclarificationofthetext,examplesandguidance.TheydonotcontainrequirementsanddonotformanintegralpartofthisInternationalStandard.1.4ThisInternationalStandardisforusebylaboratoriesindevelopingtheirmanagementsystemforquality,administrativeandtechnicaloperations.Laboratorycustomers,regulatoryauthoritiesandaccreditationbodiesmayalsouseitinconfirmingorrecognizingthecompetenceoflaboratories.ThisInternationalStandardisnotintendedtobeusedasthebasisforcertificationoflaboratories.NOTE1Theterm''managementsystem''inthisInternationalStandardmeansthequality,administrativeandtechnicalsystemsthatgoverntheoperationsofalaboratory.NOTE2Certificationofamanagementsystemissometimesalsocalledregistration.1.5CompliancewithregulatoryandsafetyrequirementsontheoperationoflaboratoriesisnotcoveredbythisInternationalStandard.1.6IftestingandcalibrationlaboratoriescomplywiththerequirementsofthisInternationalStandard,theywilloperateaqualitymanagementsystemfortheirtestingandcalibrationactivitiesthatalsomeetstheprinciplesofISO9001.AnnexAprovidesnominalcross-referencesbetweenthisInternationalStandardandISO9001.ThisInternationalStandardcoverstechnicalcompetencerequirementsthatarenotcoveredbyISO9001.NOTE1ItmightbenecessarytoexplainorinterpretcertainrequirementsinthisInternationalStandardtoensurethattherequirementsareappliedinaconsistentmanner.Guidanceforestablishingapplicationsforspecificfields,especiallyforaccreditationbodies(seeISO/IEC17011)isgiveninAnnexB.NOTE2Ifalaboratorywishesaccreditationforpartorallofitstestingandcalibrationactivities,itshouldselectanaccreditationbodythatoperatesinaccordancewithISO/IEC17011.
